Where is mahari pema peponi (eternal peace)

Whenever someone dies, I am moved by sympathy as I think of those who have been left behind. I just find myself crying or mourning with them.

In the midst of pain, sorrow and crying, people say things that leave me puzzled. Such as?

1.May God rest his or her soul in eternal peace (mahari pema peponi). Any one knows where that place is? How do people get there?
2.God decided to take him or her? Really? Where do people get that from?
3.He or she has now become an angel and is looking down on us? Are you serious?

This is what the Bible teaches:

" For the living know that they will die, but the dead know nothing;they have no further reward,and even their name is forgotten." ( Ecclesiastes 9:5)

"Men and brethren, let me freely speak unto you of the patriarch David, that he is both dead and buried, and his sepulchre is with us unto this day" (Acts 2:29)

 “Do not be amazed at this, for a time is coming when all who are in their graves will hear his voice and come out—those who have done what is good will rise to live, and those who have done what is evil will rise to be condemned" (John 5:28-29)

"Brothers and sisters, we do not want you to be uninformed about those who sleep in death, so that you do not grieve like the rest of mankind, who have no hope. For we believe that Jesus died and rose again, and so we believe that God will bring with Jesus those who have fallen asleep in him. According to the Lord’s word, we tell you that we who are still alive, who are left until the coming of the Lord, will certainly not precede those who have fallen asleep. For the Lord himself will come down from heaven, with a loud command, with the voice of the archangel and with the trumpet call of God, and the dead in Christ will rise first. After that, we who are still alive and are left will be caught up together with them in the clouds to meet the Lord in the air. And so we will be with the Lord forever." (1 Thesallonians 4:13-17)
